The Director of Health Services is responsible for providing leadership, direct supervision, operational oversight, and strategic management of AACI’s Federally Qualified Health Center. The role serves as key business driver for growth and overall success of the Health Center and Integrated Care and is accountable for ensuring all healthcare programs and services further the integrated model of care and are in compliance with regulations from HRSA and other funders. As a key member of the Executive Leadership Team reporting directly to the CEO, the DHS will help develop AACI’s strategy and services to advance the mission of the organization.

Duties and responsibilities

Strategic Management 

  • Collaborate with Executive Team to develop and drive the strategic plan for integrated care, facilitating integration between primary care, behavioral health and wellness services
  • Lead implementation of program development initiatives and evaluation of program performance
  • Ensure the creation of departmental plans, establishing of goals and benchmarks for performance and aligning departmental goals with AACI’s strategic plan and priorities.
  • Monitor changes in the healthcare regulatory landscape and identify program changes needed to optimize service levels and future funding sources. 
  • Evaluate new private and public funding opportunities in collaboration with Resource Development
  • Identify geographic growth opportunities and priorities.
  • Present to the AACI Board of Directors on issues related to clinical services, and operations of Health Center.
  • Enhance AACI visibility through community involvement and participation in professional organizations.
  • Represent AACI at external settings including city and county, funders, and other constituencies.
  • Complete other duties and related projects.

Operational Oversight 

  • Oversee overall operational performance, outcomes achievement, quality measures and financial performance of the Health Center.
  • Promote a team approach to delivering high quality, cost-efficient care where patient satisfaction and improved health outcomes are the primary goals.
  • Participate in regular quality and process improvement with clinic administrators and executive leadership.
  • Oversee development and monitoring of annual operating budgets and long-range financial forecasting of projects, In conjunction with the Chief Financial Officer,
  • Oversee employee performance reviews and provide ongoing support and feedback to staff
  • Ensure alignment of program outcomes and strong cross-departmental collaboration between programs.
  • Monitor and work to enhance provider efficiency in conjunction with the Medical Director and Practice Administrator.
  • Complete other duties and related projects as assigned.


Ability to perform the duties described above.

  • Master’s degree in Business Administration, Health Administration, Public Health or equivalent combination of education and experience.
  • Ten or more years of progressive responsibility in a leadership or senior level role.
  • Five or more years of executive experience in an FQHC.  
  • Experience with managing government grants and funding, including with HRSA.
  • Experience with population management, integrated healthcare and role of social determinants of health.
  • High level of business acumen with an understanding of budgets, financial reports, and strategic planning.
  • Enthusiasm and willingness to promote growth and expansion of low and no-cost healthcare services for underserved communities.
  • Ability to effectively build organization and staff capacity and to develop a highly effective and dedicated workforce.
  • Knowledge of various practice management models, with the ability to creatively solve problems and develop practical solutions.
  • Ability to establish and maintain effective working relationships with employees, other agencies, the public, and as part of a multi-disciplinary team.
  • Ability to communicate well with people of diverse cultural professional and experiential backgrounds

 Working conditions

Work is conducted in a standard office environment within a clinic setting. Interaction with the public may be required.
